If you flop an open-ended straight draw or flush draw on the flop, how do play it? I tend to throw out a pot-sized bet as a semi-bluff, is this a play that has +EV? I tend to pick up a lot of pots like this, and if i get a caller, I'm still %30 to hit the flop. I'll also usually call a half-sized bet or less. do you think this is good, or should I fold, or should I re-raise, again on a semi-bluff? or are none of these usually good plays, or should I just check/call and hope for a free/cheap card? I just don't like the check/call because it seems too weak.

a pot sized bet with a draw is only +EV if you make pot sized bets with sets and pairs and your opponents notice.

yes, that's what I usually do. If i'm playing a pot, I make a pot sized bet rather it be with a pair, trips, a draw, or a steal attempt.

If you're in early position, in a raised pot, or more than 3 handed, then I don't try this move. Odds are you'll be raised. In that case you want to follow. Just wanted you to know it's not something you want to do every time. There are definately times when it will backfire. It always sucks paying double to draw because the pot is laying you odds with your own money.
It's not what's inside that counts. Have you seen what's inside?
Internal organs. And they're getting uglier by the minute.

Out of position I will usually check call unless it's HU. If any scare card comes out on the turn, oftentimes I will lead out with a bet.

ChezJ is an unknown quantity at this point
the question posed is too simplistic. your answer will vary depending on your relative position, your table image, the number of opponents you face, their aggressiveness/passivity, their tightness/looseness, the size of your chip stack, the size of their chip stacks (will you get implied odds if you hit?), the texture of the board (are there potential threats you can represent?), your fold equity (did you raise preflop?), and other factors.

I've done a lot of plays with big draws, but flush and oesd's just don't hit enough to risk many chips on. Heads up, i'll semi bluff it looking like a value bet, and continue the same bet if the card hits so he doesn't think anything suspicious. Then I'll either c/r or lead with a river bet.

I'll never forget cracking AA and KK with an oesfd with 89s... was my biggest pot to date at 100 NL. I checked raised them both all-in on the flop, they called, i won.
take your ego out of the equation and judge the situation dispassionately
