I saw references to Pacific Poker having .01/.02 tables in various forum postings. When I signed up, all I see is .05/.10.

As a total newbie, I'd really rather minimize my "tutorial" expense. Are there any .01/.02 tables anywhere?

Side question: Can I immediately cash out of Pacific (they gave me a signup bonus of 25%)?

Yes, you can immediately cash out; you just can't cash out the bonus amount.

Poker Stars and Ultimate Bet both over .01/.02 tables.

As you move up in stakes, UB competition at the lower stakes may offer better skill than what you see at other sites (something that could be considered a good thing for learning, or a bad thing for making money). I learned at UB.

I just made a post in the online poker room forum about Ultimate bets 1/2 cent, 2/4 cent and 5/10 cent tables.

UB has had 1/2 cent as long as I've been playing there. The 2/4 cent and 5/10 cent appear to be new though.

I'm speaking of limit games only.

You can enjoy the 1/2 cent and 2/4 cent with no rake. 5% maximum rake at all other tables.
