From what I've read, betting 3 or 4 x the BB is the common bet when you have a playable hand pre flop? Is this true is most situations? Ring games? Tourneys?
When I play ring games, I try to use this but then get intimidated when a guy will go 5 - 8 x the BB. Are they overbetting? Should I call (I generally fold)?

depends...personally i bet 3x the BB with any 2nd tier hands. top tier hands i would reraise their raise. lower suited connectors, unsuited, lower pocket pairs i like to just call the BB and see how the flop treats me.
if you sense the guy is bullying you on purpose (does it over and over), just go over the top and reraise him all in. you're taking a chance here, but if he's done it a lot, chances are he won't have anything. and if he folds, make sure you show the cards to let them know not to screw with you. and if he does have something, well hope for the best.
bets and raises are generally the same for ring games and tournaments, early on. but once the blinds go up in tournaments, and whether you are short or high stacked will greatly change the way you play.

Don't get into the habbit of betting the same way with the same strenght hands though. You want to maintain a consistency with the raises you make so you don't give out extra information about your hand.
