Ok so it's a bad call pre-flop, but on the flop is that another bad play or is there any value in raising him here? villain is 65 5

Correct fold I assume?

TLR is an unknown quantity at this point
Fold preflop. you are in early position and yuor connectors are not suited.
These kinds of flops is exactly what gives a lot of beginners trouble with those hands - you play them for one reason - hitting a str8, and then you flop TP with shitty kicker and get dragged to the hand.
With those kinds of hands you want to hit the flop hard - two pair at least or OESD if pot odds are OK to continue playing.

UTG I wouldn't play anything but big suited broadways and high PP in this position AJo, KJo, ATo and even AQo are losers most times. I would only play these hands if PT was showing the right things at the table otherwise I let those cards go. 9To I can't fold fast enough at a tablefull of children.
