He's short so, "well, get it in, I might have fold equity."
I just wrote a tonne about this hand and realised I played it pretty terribly: his range consists in 9x, two pair and maybe strong-x 5x and 6x type hands, with the odd pocket pair thrown in, so i've got a little but not a great deal of showdown value.
It's like almost an instant thing - he shows weakness on a turn card I might represent so i'll just stick it in and expect him to fold a lot. But he's probably not folding 9x type hands come to think of it. However:
Can I raise if the flop is 2-tone? In the hope that he calls without the right price to do so or if not to simply protect my hand when i'm ahead more often?

Yeah, I'm probably raising such a weak flop bet. If you're not ahead of him on this flop, what flop are you ahead on? I think I just put him in there. If you're behind, at least you likely have 6 outs to improve.

I just call his small bets for a cheap showdown. He's never folding any hand that beats us.

well the downside of that strategy is that he can bet small with his bluff hands that still have more showdown value than the pot odds he's setting for himself
so while he's correct to fold AQ on the turn to our raise, we're correct to make it since he has two overcards to our pair
in terms of this hand I'd probably agree
and if I'm raising any street it's the flop as long as he's a type of player that would cbet a high percentage of the time we just don't want him staying in with two overcards vs our fairly strong hand and his line just looks like air on the flop since he donked 1/3 pot
on the turn our hand has become weaker so just letting him draw if he's behind is more correct because our chances of being good just diminished
