I ran into this spot in an $11 tourney yesterday and have seen it happen in cash games as well. No reads on this particular villain but I cant seem to give him credit for a hand thats got me beat after he completes.
Hero is dealt 10h 10s in BB
BB=100
Seat 1: Folds
Seat 2: Folds
Seat 3: Folds
Seat 4: Folds
SB: Completes (4982 in chips)
Hero: Raises 5x BB (3280 in chips)
SB: Re-raises (15x BB)
Hero: Raises all in
+ or - EV?

limp/raise KK,AA when folded to in the SB isn't that uncommon. I usually take that move to mean a lot of strength, without a read that says otherwise. Donk thinks "OMG MOnster, don't wanna blow him off, limp. Oh, he's raising and got something good too, ARRRRRRRR IN!"
Also, post blind size when posting this question. Very important here. large blinds, this is an easy call. Smaller blinds and we're going to reads to make that call, or folding.

I probably fold by default. A little too deep to go broke with tens without a maniac read.
