Is calling the raise spewing? Or should I call here and reevaluate the river? If I call, what kind of river bet do I call if I don't improve?

Everybody will tell you: 'fold preflop' and this is why. Now you're playing a guessing game. Any reads on villain? Against donk I might call and let him bluff/donk again. Against solid player this is insta-fold cause you're crushed by at least bigger flush if not the boat.

Given stack sizes + number of players + general donkiness of stakes I look to get it allin and sometimes lose Vs a higher flush or boat but usually win Vs trips/lower boat/ top pair. I probably make it $1 and go from there.

hmmm....I'm definitively not good enough post flop for this kind of move. Then again, I should have not limped either.

That's exactly why you should fold trash pre flop. Even good players will have big trouble playing this first to act. In the long run this is loser. Open limping is always mistake. Even open raising is much better. On the other side limping after limpers is fine (at least in micro limits).

this is definitely not a flop that you want to be semi-bluffing. You are out of position and are against 4 opponents, one of whom will have hit this flop pretty good.
Also, you don't have a particularly strong draw given the board, and are obviously not that pleased with your 8 high flush.
On the other hand, you seem to be up against a 7, whether he has the boat or not is pretty well unknowable at this level, as he will most likely play it the same either way. You do however still have a fair amount of money behind and 2 outs to the straight flush, so calling the turn min-raise isn't bad because you arent necessarily behind, have outs to catch up if you are, and your opponent is probably not very good at getting full value out of his hands.
I would call the turn and call a reasonable river bet if you dont make the nuts. If you do, push. He will usually call with or without the boat.

I agree this is true most of the time. How about low pp (22-77) in early position? Should I raise them? Fold them? I usually open-limp with them, especially when there is not a lot of preflop raises at the table.

Yea, on passive fishy tables this is fine. Set (unlike s00ted gappers) is a powerful hand if you make it and opposition is bad enough to make it very profitable. In fact, 'set farming' is all you need to beat micros.
