I know that any player can call clock at any point. My question is, "How long is an acceptable time to consider a decision before a player calls clock?"

In a tournament a player moves all in. One player to act. After about 20-30 seconds the player that went all in calls clock. The player who had clock called on him was pretty upset that it was called that quickly. The all in player said it was his right, then added "I don't want to give any tells." This seemed more like angle shooting to me than strict adherence to the rules.

First of all, your tournament has to have the clock rule in place. "Clock" is not a general thing that is acceptable in every tournament. Some people do it. I personally have never played in a tournament where anyone called clock.

Then, if those rules don't say how long you have to wait before calling clock. Call it whenever.

It makes no difference anyway.

TLR is an unknown quantity at this point
If this is a home game tourney then you should set the rule on who can call clock and when.

In our home tourneys the rule is that any player actively involved in the hand or the button can call clock, and after that the called player has 20 seconds to act.

However this is very rarely used and the purpose it was set in is to prevent a player from purposely slowing the game and having the blinds increase, and not to force players to make rush decisions
