Does anyone ever bluff raise IP over river bets that appear to be a medium/marginal hand betting for value?

I was reading a hand in the SH forum and someone was explaining why they would make a bigger bet on the river than one for value. Besides the fact that it maximized value due to villans calling tendencies in his short history, a big bet also reduced the chance that villan would bluff raise Hero off of his hand. It got me thinking about how to exploit value bets opponents make on the river. What textures/opponents are you looking for if you were going to be bluff raising a value bet?

they probably have to be good players who can lay down big hands because so many players do stuff like block bet/call.

I almost never do this, but if I did, I'd want to have a decent stack behind, a great image, a line that makes sense and a villain capable of laying down a hand.

I've had this happen to me a few times lately, where I've made a weakish looking value bet on the river, and gotten raised, which I proceeded to call.

The think about bluff raising, is that villain is raising hero because he thinks our bet looks weak and that we're weak. On the other hand, hero could be betting weak, because he thinks villain is weak and thats all he'll call. So a weak bet doesn't necessarily mean a weak hand in that spot.

Also, the river card still has to be a good bluffing card. If river is a random rag 3, and I make a value bet and I get raised, I'm gonna call just because his raise makes no sense and he's not repping anything.
