rowhousepd can only hope to improve
I've got pocket nines on the button against a typical micro stakes fish (28 vpip / 5 pfr / 1.1 af / 55 cbet f). I've seen him limp w/ kings & weak aces before and call scary rivers w/ TP or 2P.

I raise his bet on the flop trying to feel out the strength of a possible pocket pair (or set). The turn is a third flush card, but since he just checks so I fire again. When he calls I'm thinking he might still have that overpair, but now I've got a flush draw too ... which happily I make on the river when the the fourth spade comes.

So do I fire again w/ a mere 9 high flush? Did Mr. Calls-a-lot just hang in there w/ AXs or KQs and has me beat? Or did he just call me w/ JJ or TT and will call w/ a pair?

These aren't reasons to bet or raise.

Call flop

As played check river

Hoopy is an unknown quantity at this point
You said he limps weak Ax and Kx? Problem is he raised which means his range is rather strong in this spot and by raising the flop we don't get value from enough worse hands to justify it.

Do you have his turn cbet %, I don't think this player will barrel something like AsKs on a blank turn and he might not even cbet AKo in the first place. I call flop and evaluate turn.

As played snap check back river, he's not calling with JJ no spade etc.

Well since its a fishy play, checking the river is what i would do. I would assume he is doing continuation bet with something like A4, or maybe even nothing, just trying to make u fold on flop. His check on river might be the sign of weakness or stupidity, but i would go with stupidity and assume he got Ace of Spades doesnt even know he got the best hand.
I don't know why but in my early days of poker my most common mistake was to overlook flushes me or my opponent made, and thus making me win or lose pots i didn't even expect to win/lose.

We do not bet for information. We do so for value, or bluffs.

As played check river. Since we have not actually put him on a range, we have no idea what we are doing in this hand, so take the cheapest possible route to showdown.
