Villain is 52/13/50% AFq over 23 hands. Once, he limped with A2s, hit TPNK, and minbet all 3 streets. More recently, he raised/4bet preflop with JTo with 2/3 of his stack, then called the rest on the 9-high unconnected flop.

I get pretty lost in these situations, because I have no idea how to narrow my opponents range when he starts so loose and the player is so unpredictable. In retrospect, I can't even tell if my flop bet is for value or if I turned my hand into a bluff. Once he calls and bets the turn, I suddenly feel that he's value-betting an ace or better and trying to keep me in the pot to get stacks in on the river.

Should I have bet the flop?
Should I have bet the turn?
As played, do I call or fold his turn bet?

Always know what you are doing when you bet. People often forget this.

We have no reads on his call cbetting but we can def. get value out of Tx and 4x and imo most gutshots are raising pre like 80% here so you can put some gutters in here too. He could be just randomly betting (for value with Ax, Tx) and somehow 4x. Pot odds warrant a call. The only downside to his smallish bet is that yes he has been seen to bet a lot with air which COULD mean he bets smaller when he has something decent but I mean he never has like A9+ here and can definitely have Tx/4x/gutter.

I think I might actually bet here on the turn though for value. Without reads I wouldn't bet too much but more than his .60.

I have no interest in discussing strategy with a protege'. Your job is to remain quiet and listen. I have a very systematic approach that I will share with the right candidate and I promise that I will turn you into a force of nature and show you elements of the game of poker that you never knew existed.
