Stats:
SB: 47/33 over 30 hands
BB: 65/12 AFac 1 over 34 hands

Hero (CO) ($4.32)
Button ($2)
SB ($1.06)
BB ($0.66)
UTG ($4)

Preflop: Hero is CO with ,
1 fold, MP calls $0.02, Hero bets $0.10, 1 fold, SB calls $0.09, BB raises to $0.18, 1 fold, Hero???

So the question I have is should I be shoving over the top here?

The argument for: SB only called, which implies weakness & is therefore likely to fold, also SB only has a further 48BBs so I'm not really getting my implied odds to setmine. BB has a further 24BBs behind, again no odds to setmine. 20BB in the pot, equity against even a tight range:

EV of a shove with above range always calling: +11.4bb

Am I missing anything here?

I think what OP means is there is overlay given the amount of money in the pot already which reduces the amount of equity he needs compared to if stacks were deeper to make going all in +EV
