So two situations that should be totally basic but seem to be upsetting me no matter how i play it.

1. I'm in EP and i raise 4x with AK. The button (standard TAG) reraises. Reraise, or call?

2. Early position raiser, I'm in the blinds with AK. Reraise or call?

In both, if he calls and we don't hit the flop we're in trouble, and if he shoves we're either dominated or flipping.

At the moment my standard is shoving and not liking it in situation 1, and flatcalling in situation 2, unless i think it's a blind steal.

i think it all depends on chip stacks, and reads on players.

I'd tend to take the lead OOP with AK whenever I can

In position I'm more inclined to flat with it especially if people are squeeze happy behind me.

Assume full stacks.

And no matter what my read is, i feel like I'm still in for either a bad time postflop, or a shove i'm not particularly happy with.

I'd 3-bet AK oop (almost) all the time. Against a standard TAG you are ahead of his range. If you only call, then check/ fold any missed flop you are leaking money.

I sometimes 3-bet all-in with AK oop, sometimes standard 3-bet.

Try to get an idea of what his 3-bet calling range is as this will give you and idea of how to play him post-flop.
