This guy is a clown, don't fuck around with balanced bet sizes against him. I would make it a $1.5 pre-flop and mash call really fast.

When people bet odd amounts, like .33, that just seems strange, have guys typically found they are hands like this (or worse), or actually good hands.

I see it now and then, and they always seem to follow up with a large odd-sized bet on the next round of betting, large enough that I can't call without a hand.

I've always been too worried that they do it to get curiosity calls, which is something I've managed to stop doing.
