VIllian is one of those 16/9 types.
Hands that I was trying to get value from are likely not raising me on the river. KJ,AQ,QJ,TJ,99. Those hands I also think take this line of checking the flop and calling the turn trying to keep the pot small.
My plan was to b/f the river but his bet was so small I just called hoping he was being a dumb dumb.

So his raising range is flushes AcTc, Jc,Tc, AcJc, Tc9c, AJ, 7c7x, all other hands KQ,QT,KT can be in his range but I think he would have bet the flop raised turn with those hands on this draw heavy board.
vs this range I have 25% equity

I think if I check I loose so much value from a ten or a queen

I don't like the call on the flop. Your basically drawing to a one outer if you think he has you beat already or if he drawing at the flush. If you think he is Cbetting with air, then raise.

Bad call IMO.

What would you have done if villain would have raised your turn bet? Would that have changed how you played the river? (c/call, would you b/f even with the small raise)

How does AcJc make perfect sense? He should 100% bet the flop, as there are loads of worse hands that are calling.

Also, on the river, it's probably a call due to pot odds (need 20% equity), and he could do this with worse like KQ/KT, and maybe do this with missed flush like AcTd or something.
