When should I start bothering with this play. It doesn't seem to have much effect/value in the lower limit tables .5/1 where I am at now.

I usually check/raise:
o When have a good chance to face the field with 2 cold with a strong but vulnerable hand (big pair.) An important skill in loose games.
o When I can trap the field for 2 bets with a very strong hand, but feel that if I bet out I'm not likely to get raised.
o HU vs an aggro opponent
o HU in a blind defense.
Check/raising is always a judgement call and quite often you're either better off just betting out or not losing much. You get better at it with time.

My rule is if there are more than 4 opponents seeing the flop and you are in EP, then you should check/raise your vulnerable hands. 4 or less opponents I like to bet out and build the pot. Some hands you want a lot of people in the pot, such as flush draws, straight draws, sets, top two pair, etc.
Other than that like Fnord said. You start out at the lower limits using the checkraise to limit the field of opponents and to not give odds for them to call. Later on you start to use them to get an extra bet from aggressive opponents.
Check raises on the turn generally mean a set, and I would stray away from check raising the river as much as you can.

at 0.50/1 tables, a checkraise is only useful for one thing: building the pot. players at this level are total idiots and will cold call your checkraise with anything, even a backdoor draw. so i recommend checkraising for value only. NEVER checkraise on a bluff. it just won't work at this level.

Check raise bluffing rarely works on any level. Value checkraising just doesnt make too much sense either. At .5/1 you MUST check raise to not give odds to your opponents. If that is what you mean by value check raise then okay. You will continue to lose TPTK at the lower limits if you fail to protect your hand. It works.
