Strange betting line

First post!

I've been playing PLO as of late (still a n00b). I've seen this move several times and I still don't know what to make of it.

In a multi-way pot, a player will make a min-bet on the flop and follow that by potting the turn. Wtf do those bets mean?

it depends. posting some hands will help.

Best guess, they had a draw and wanted to try and stop someone else from betting. If the turn doesn't complete a draw, they had a made hand and wanted to wait for a clean turn before getting busy.
