1. Bet the Flop
2. After SB bets into you on the Turn, considering there have already been two capped streets you can let it go here.
3. Fine
4. The pot is big enough that your line is fine, but you could find a fold on the turn after the SB raise. The only hand you beat with this line is A,K, maybe A,Q, which then beats you on the river.

Hand 1: I don't understand the river bet where anybody that calls has a boat or 4 of a kind.

Hand 2: SB only raises 4% of the time, this means that his likely range of capping hands preflop is AA, KK, QQ, and possibly AK. I fold to the flop cap.

Hand 3: How often does he go to showdown? Unless he's calling to the river the majority of the times he sees the flop, I am probably check-calling the river here. Even really bad players, don't typically call the turn bet with nothing on a board like that. The fact that you say he's incredibly passive postflop leads me to believe you can fold this river once he does raise(depends on your definition of incredibly passive though).

Hand 4: I likely play it the same.
