I would definitely say yes.

It's rarely right to play a hand weaker than AQ (and even QQ and AQ should be avoided from bad position) unless the game is shorthanded, and since AA and KK are so dominant vs. everything else, you gain nothing by chasing weak hands out.

Thus, raising serves only to tell the other skilled players at your table the strength of your hand and should be avoided at all costs.
