With position I prefer to call the turn and raise a safe river. In this case I would just call the river as this looks a lot like Tx given the texture of most Party 3/6 games.

I don't like just calling the turn raise. What did the turn card likely do for him? I think you're way ahead most of the time here.

So I played one right according to both fnord and element.
I really didn't know if he had trips, 89, diamond draw, a T, or a higher pair. So I wussed out and called.
Unlike Fnord, I was gonna call no matter what the river was.
For those who are curious - the guy had JJ.

Poor guy.. I pitty him if JJ was his pockets.
Can't tell ya how many times recentæy that I've taken stuff like this to showdown only to get a ticket home by American Express (AA)
It sure does suck when people show you this when you think you are going to take down the pot.
Sad I tell you..

Weird play on the BB's part. Could be the BB was multitabling and forgot that you raised preflop. Or he put you on AK or AQ (though I'm probably giving him way too much credit for thinking that he bothered to put you on a hand).
OTOH I've had my pocket AA/KK/QQ hands sent packing when the villain flopped his set of pocket rags. Or, some fish was playing Q4 against my top 2 pair on a board of of AK4, bet into me and called my turn raise when a rag came out, then got his trip 4 on the river.
And here's another one: I've got A9o, board comes A92, I bet out and get raised by someone I've watched and peg as a fish with maniac tendencies. I figure she's got a big ace and cap the betting. The turn brings a rag, the betting gets capped and another 2 comes on the river. Guess what she had. Stuff like that makes me wonder if the world just hates me.
Sorry, I didn't mean to turn this into yet another bad beat post (YABBP), but because my Charlie Brown luck with top pair I would have done what the OP did and just called the turn and bet the river. On Party especially since I don't know if I'm running up against a real player, fish, or maniac (and it's only gaining another buck or two vs feeling like a chump).

The reason for waiting for the river raise is to make it difficult for a better hand to put in an extra bet and save a bet if something like another Ten hits. It's a tricky little play.

Don't 3-bet the turn heads-up for information ... to see if you are beat. If your only reason for betting is to see if you are beat, it's a bet cheaper to just call down to the river and then you will showdown and know if you are beat. Raises for information only work before the turn when heads up. Typically the best place to raise for info is the flop ... its only one small bet more than calling and saves you at least 2BB if you are beat.
