Before I deposit any money into either of these, can someone tell me from experience if the competition is generally tougher at pokerstars or Ultimatebet??

PokerStars might be softer. Neither site is known for having lots of gamble into the middle limits.

Why are these your options? There are softer poker rooms out there. Are you just looking for some new sites to bonuswhore, or just for something new?

UB Full is a rock garden for the most part from 0.5/1 to 2/4... stars is softer in those limits... but party is the softest...
