I think I would shove here to try to get it in versus a weaker high hand and a low hand. Plus I bet some crazy guy in a $6 sng will gambool with his flush draw. Plus if you're only called by a low hand (or perhaps a hand like A2 + fd) there is a chance you could scoop. I don't think folding is terrible, just less variance and variance is my friend!

in a cash game with anything resembling normal size stacks folding is a no brainer

here, getting what looks like 3 way action... hmmm I think you can go either way. If it was me personally I would fold here and outplay my opponents later.

My main concern was the raise in front of me, which I took as either a set or a strong combo draw (low + FD), low + strong str8 draw, and a call which is probably A2 or similar

This isnt the greatest starting hand ever, no low potential, how bad of an idea is it to fold pre-flop??? its probably better to see the flop incase there is no low available to anyone right??
Other than that i would fold when you did, more times than not a low will be made and you are chasing half the pot at best, and your set of fours isnt necessarily the best high.

Salsa you might have heard that one before...lol..

it is a pretty bad starting hand, but with poisiton and so many limpers it seems worthwhile to see a flop
