Suppose you have something like A2KQ and the flop comes KQ2 rainbow, giving you "top 3 pair" (obviously not a real hand, but still better than top 2).

I think it is partially a drawing or re-drawing hand. But if no one has a set, you have the best hand.

If the board pairs on the turn, I'm quite likely to have the nuts.

So how strong is this hand?

I hardly know anything about this game, but my understanding is that two pair is never considered very strong in omaha.

This might be an oversimplification, but f you think in terms of profitability, what second best hands would possibly give you action on the flop? I don't think many decent omaha players would want to get too involved with a flop like this without a set or a huge draw, like A, J, 10 with a flush draw. So, in that sense you have a pretty weak hand unless you make a big full house, at which point you may get some action from a weaker full house. This is mostly just speculation since I hardly have any omaha experience, though.

Depends on how many players are in the hand. Its a high flop so its not bad to get envolved. Just depends on how many players your up against.

Depends. I win some bigs hands with only two pair. But if there are a few people in the pot you want to have a straight or flush draw in there too to go the distance.

TLR is an unknown quantity at this point
Two pair is not a strong hand, you will only get action by better hands.
Two pairs + strong draws is good
