Im pretty new to PLO H/L

Opponent isn't too great, he keeps minbetting streets. This helps me peel the turn but when he pots the turn I know exactly what he has (set).

Is the turn peel bad?
Is the river peel worse?
Is the river donk the right play?

Way I see it the turn brings me at least 15 outs+ a low draw against what looks like QQ/JJ making it tougher for him to have a low draw. I feel I am about 2:1 to win the high and have the only low draw.
