I think I'm racing a set, leading 2 pair, and not doing so well against the unlikely straight. Add fold equity and the fact my hand might be best right now - standard?
What about the flop line? Bet size of $9 is to avoid being squeezed if villain calls and shorty pushes

flop looks weird but honestly sitting here staring at it seems OK to me. I think c/f the flop is OK too and maybe a little better vs a stationy villain but with the shory in there I would be tempted to bet out also since he will stack off with tons of stuff and he gives your lead more credit.
turn is fine, it isn't the 5h but let's not look gin in the face.

Im rather loose in PLO but I find myself folding these flops with AAxx a lot and im starting to wonder whether im too exploitable.

well if you're constantly folding to a minraise against opponents who are aware of this then you're opening range sucks at is primarily AAxx KKxx hands and you need to just accept some variance and stack off lighter to protect your overall game play.

I dont just 3bet AAxx KKxx pre but I find if you call a flop re-raise then most turns suck and your having to fold them.
