I think my bet-sizing on the turn here was pretty bad, as I clearly communicated that I was committed. If I'm making that declaration, I should have just bet as big as possible. Villain was tight and not overly aggro, so he has to have something to call the flop. A PSB leaves me with ~$35 behind. Betting like $28 leaves me with the appearance of having room to get away, but I'll still have only 1/2 pot left on the river, which should mean he's calling me pretty much with any non-draw in that range. Then again, maybe getting as much as possible now, before he misses his draws, is the right idea...

Out of position a near pot bet is good, because if you bet less and he calls, he probably has a flush draw or a set. Lots of scare cards on the river will put us in a tough spot with roughly a pot sized bet left.

If we make a PSB, we're left with a 1/4 pot bet for the river...I'm not sure if that's what we want or not.

Sure we do. Getting 5:1 he'll have a hard time folding anything he called on the turn with other than a busted draw. A queen high straight will pretty much always call getting 5:1, even if a flush comes in.
There other drawback to betting less than the pot and leaving a PSB behind on the river, even if that card doesn't hit him. It might allow him to get off cheap with the queen high straight or possibly even bluff us out if we check to him.
