Yes. If he only bets monsters you go into call down mode on the river. Folding a boat would be a mistake, but raising a passive player who is betting the river would be spew.

I think you answered your own question. The turn c/r from a passive player is a flashing red light imo because if he had a 9 or JJ, etc. he would probably lead the turn to protect his hand and call down a raise.
I'd just play it way ahead/way behind from the turn c/r and call down. On the rare occasions that he's bluffing you'll get more money than raising him out of the pot on the turn and if he has you crushed you will lose the minimum.
