I will try my best:
The easy answer is that they are two morons who have no idea how to play, but lets assume for a sec that they have a good idea of how to play and try to analyze it under this assumption.
squashed sensed weakness and was trying to buy the pot on the turn.
If he gets called he still has: 9 outs for a nut flush, 3 Q for a nut str8 draws, and 2 10s that will give him trips that may or may not be enough, it is a questionable play from an agressive player.
Jedi Grinder now needs to call $6 to a $16 pot his outs are:
4 9's, 3 Js 3 Qs 3A for the nut str8 = 13 outs, 3 of which are tainted because of the flush draw, so lets assume 11.5 outs ~= 23%.
6/22 = 27%.
He was marginally wrong to make the call
