I dont mind limping JJxx and higher in passive fishy games.
Field mice are fast, but owls can see in the dark.

What if someone raises pf, which means he prob have AAxx(correct me if wrog), could you call and hit your set with JJxx, b/c they suck at folding it? Implied odds still works right?

They still work but the value of your implied odds change. In holdem flopping sets are somewhat rare, so when you do its a monster. Add in 2 more cards and I am sure you can figure out where I am heading with this. Bottom set is not even safe in PLO. Sometimes that is.

QFT. It has to be a very loose/passive game for me to limp something like JJxx rainbow in early position. In later position I will do it more often, but even then I won't limp anything worse than TTxx if it doesn't have additional helping cards (like say 89TT or even 78TT).

While set over set is rare, set against a favorite monster draw isn't. With any pair less than tens, you'll often be stuck with a set that can't take much heat on certain boards. Add being out of position/in early position to this and it can be a nightmare.
