TLR is an unknown quantity at this point
It is a playable hand in Omaha h/l but not a great one, if the table is passive limping it is OK.

With a draw to the nut flush but no low I dont think I bet this flop, I probably check/call, same thing on the turn

On the river you decision is not call or raise but call or fold. There is no low hand and he woke up betting now, he may have weaker flush or a boat, which is more likely. If you raise and he has a boat you will be reraised

surely i can't just fold on the river to one bet?

so if i call, i miss a bet vs a lower flush, save a bet vs a boat
if i raise, i will make a bet vs a lower flush (probably), and lose a bet vs a boat... because i will most likely be re-raised and then i would have to fold?

With a bet and a call infront you are most probably beat, the size of the pot is big enough to by worth a call, but raising a flush vs two opponents in this board is a losing play IMHO. Rember that this is a game of the nuts
