How playable is A23X at reasonably passive tables (where there's usually only 1 or 2 players raising a lot with AAxx and A2XX hands)?

I'm thinking:

A23X is playable in any position if the A is suited with another card.
A23X unsuited is playable in any position if we don't expect too much action from players behind us.

(by X i mean something like a 9 or a T that isn't connecting well with the other cards)

yeah, I'd say play A23X any time for two bets or less, I could see folding like A239r if you limped in and it was capped behind you

I think he's referring to PLO8b

I don't imagine folding it for just a single raise ever

Is it a good idea to raise in O8 with AAxx and A2XX. The way I was taught was to NEVER raise preflop. Mind you, really not a fan of this game but trying to learn.

re: LO8 ray zee says (I'm paraphrasing) that raising pre flop will "add a lot to your fluctuations and only a little to your profit". Also in all limit games you have to consider if raising pre will cause bad loose players to play better since their calls will be correct or at least less wrong with the larger pot. blind stealing is great in limit but he also says if you are in a LO8 game where you can often try and steal the blinds you should probably look for a better game.

In PLO8 I could see limping a mostly low hand like A246 with a suit but not raising with AAxx or A23K types seems like a mistake since you have a good shot at limiting the field and getting a better chance to scoop without the nuts.
