Is this a flop raise?

Party Poker 0.5/1 Hold'em (10 handed) converter

Preflop: Hero is MP1 with 9, 9.
1 fold, UTG+1 calls, UTG+2 calls, Hero calls, MP2 calls, 3 folds, SB raises, BB calls, UTG+1 calls, UTG+2 calls, Hero calls, MP2 folds.

Flop: (11 SB) 4, 2, 2 (5 players)
SB bets, BB folds, UTG+1 calls, UTG+2 calls, Hero calls.

Turn: (7.50 BB) 9 (4 players)
SB bets, UTG+1 calls, UTG+2 folds, Hero raises, SB calls, UTG+1 calls.

River: (13.50 BB) J (3 players)
SB bets, UTG+1 folds, Hero raises, SB folds.

Final Pot: 16.50 BB

Results in white below:
Hero has 9d 9h (full house, nines full of twos).
Outcome: Hero wins 16.50 BB.

downside of this is if they go into call down mode after the flop...you miss out on bets, whereas if you wait for the turn you can tap everyone for 2 BIG bets.

You're just building a pot with a vulnerable hand, unless the SB 3-bets. Tough spot. I'm on the fence here, but thinking you may as well take the value raise on the flop...

Raise preflop, 99 is too good to limp with.

The flop decision is close but I would raise. Waiting till the turn to raise a safe card when you have higher pot equity has merit. However you can't be sure SB will bet again so you may not be in a good position to exploit it.

The flop raise is for immediate value and it makes the rest of the hand easier to play.
