I would c/fold this flop personally. PLO to me is so much more of a flop game, if the flop doesn't fit your hand let it go, especially when its likely to fit someone else's hand, like this flop is. You have very little chance of improving and could already be drawing virtually dead.

I don't hate betting the flop but put the breaks on after. the nine is a super bad card b/c if he did not have you beat already most of the draws he had (like JT98/97) just got there.
esp with his stack size I would only bet about 2TPS. the only things he can really fold are BW wrap types or some dumb double suited 'hand' and he'll do that for less than pot. Or something like bare kings if he's a decent shorty but I doubt it at those stakes. And he would probably re raised you pre if he had a bigger pair anyway.

Personally id c/fold as well because there are enough hands that can beat you and who knows what the all in has.. So if you weer to bet it and lose the side pot to the all in you woudnt really make much of it so personally id check fold here.. Not a fan of omaha but when your beat your beat in any game it saves to fold
