Read on villain is very laggy and I had seen him defend his blind before with crap.
I'm about 90% sure this was a stupid line but feel free to let me have it. The more I look at this I don't know what I was thinking.

Looks fine to me, I think he shows up with Ax a lot here. I'd take out results though as it will bias responses (mine included).

Some days it feels like I've been standing forever, waiting for the bank teller to return so I can cash in all these Sklansky Bucks.

He 3 bet preflop, however that could have been a blind defense because he had done it before. I raised the flop bet to figure out where I was and when he just called I figured he might be drawing and was looking for that good card.
When the 3rd club hit and he checked I checked behind because I was worried about a flush and wanted to try to hit my boat. I don't know why I called the river bet except that he checked the turn and I had another one of my "damn I really want to see what he has" moments. Huge leak.
Villain had KK for his own boat. I was surprised.

lets take out HIS results here and go with what we know about his play (i am kind of surprised, too).
what is your original game plan when you raise him? what do you think when he 3bets? how does that change your plan, if at all?
we know he is LAGgy and he has defended his blind already. so, we know his range is wider than most and he may even try to bump you off with pure crap....knowing your stealing range has to be somewhat decent. he knows you are not going to steal with 96s, in other words.
you raise with the BTN, he 3bets. what does that tell you? it tells me squat from a LAGgy defender. it means about as much as what he raises pf when he opens a pot. so, i look at his pfr number and sort of start there. say, its 20%....i skew heavily towards (66+,A4s+,K8s+,Q9s+,J9s+,T9s,A9o+,KTo+,QTo+,JTo) but, i know there "could" be some utter crap in there if i have shown i can fold to a defender.
now, you say you raise the flop to "see where you are." i hate that thinking. tell me more please. what did you expect, AND how does it change his range (vs yours) if he only calls, or if he raises?
go through the steps of asking these questions before you think your line is crap.
