My strat for these:
It's ok to open limp. I'm only raising mostly hand I would raise in a short-handed game. I think so many players raise too much, so they defend perfectly by calling with pretty much any two. Also, keeping the pot small makes it easier to get away from your hand and exploit the juicier post-flop mistakes these guys make. These post-flop mistakes are worth far more than a blind steal at levels 1-3. Once they figure out I'm only raising ~20% or so then I will mix in some raises with weaker hands. Also, I will sometimes limp weaker Aces.
If you open limp and get raised, you should almost always call and take any piece to the river. Don't let them re-steal out of position.
Fold garbage hands pre-flop. I mean the absolue trash, 82o, 72s, 25s, etc. HU and short-handed hold'em is a game of pairs.
Don't bluff raise without a read. Keep your bluffing down to simple pressure to make a hand. Most players won't fold any piece no matter what you do. The only loose change you can pick up is when they fail to catch anything.
It's ok to fold marginal spots, if doing so saves you chips so you can continue to exploit big mistakes. When I get my opponent down to 500-750 chips I will often tighten up (unless the blind have gotten huge) to protect my lead and find a spot to trap him into a desperation mistake that will probably cripple him.

I've yet to see any action above $10. There seems to be a fairly small fishstock. Once I saw someone waiting at a $100 game, but took a pass.
