Against a typical low stakes player I would probably b/f this river since you rep the FH yourself and it's hard for him to raise without at least a T.
If you are against an aggressive opponent who will bluff scary rivers then c/c is better.
c/f feels a bit weak. He could have been calling along with a lone diamond or QJ, etc., and see your check as an invitation to steal the pot.
I wouldn't put any stock into what he typed into the chat box, as the last time someone typed 'fh' in against me they had 8 high (luckily I had quads so it didn't matter if they were telling the truth or not!).

I agree that the c/f was weak. Without a read, I probably go into this river with a plan to c/c. With most of the range an opponent would likely call down with, he's either folding (missed draw) or beating you (9, T, mid-pp) so there's no value bet to be had.
If anything, the chat box 'fh' is more likely to make me call. If he truly had a fh, he wants a call or raise from you. Scaring you off with a comment is not helping to acheive that. Odds are it's a chat-bluff.
