Usually 3 pr is ok on the flop , but if you don't improve keep the pot small.
Omaha is an action game and hands like this can be very costly.Depends a lot on your read of the villians.
Oh and bottom 2 pr is almost always the kiss of death.

Turn is super standard.
From my experience this is a QQxx-AAxx hand, maybe with the flush draw. I didn't get raised much by wraps @ 25PLO (that made it to showdown anyway). When I did I noted the player wasn't ohmatarded (because "standard" 25PLO player is an obvious 1st level player who doesn't raise draws)

Jeebus, I forgot to comment on the flop.
My default reaction was ewww, don't 3bet 2 pair in small pots. But, since he's shorty it's definitely not bad. You could probably raise to $3.50 and use your FE on the turn with your bet being closer to pot.
This is a great example of position being important. If we call flop, leading the turn kind of sucks because he can just call and try and hit river (assuming he has a decent draw), and we would have < 1/2 PSB remaining. You can't count on a c/r on turn because he's checking behind everything that misses him.
I like 3betting the flop for image purposes. I don't think he ever folds on the flop, or folds to the turn lead and he always has decent equity (>25% say). If I ran into a set, whatev.
