I have very little experience playing limit, but my question here is, do I bet the turn or is checking behind a good play? I suspected my 9's were probably good and that he was on some form of a draw, but I also wanted to minimize losses if he had a queen. Ideas?

bet turn check river (maybe bet here, but i think checking is good)
that's the advantage of always playing loose-passive opponents, they won't raise you when they are ahead, so when you repeat this same scenario 1000 times, you're profiting.
you'll quickly learn that missing bets sucks, just don't be too wreckless

I could go either way. In a tougher game it's clearly a check. Against some opponents they will call the flop 95% of the time, often fold the turn/river and not play back at you much. If he's like that, a bet is clearly called for. The other advantage of the turn bet into a passive player is that you can check behind the river and expect to have the best hand sometimes.

The gutshot draw that arrives on the turn makes it that much safer to go for a bet (you now have 6 outs to beat him even if he has a Q). For this reason, I like betting the turn and checking behind on the river unimproved. Without the additional gutshot draw, I think it's more of a toss-up.

Do you think the fact that he didn't check-raise the flop makes it less likely he has a queen? I'm not sure how a random opponent tends to play in a limit game, but it seems check-raising with top pair after calling a preflop raise would be pretty standard play.
I think I'm used to playing no limit where you tend to value bet a lot less with marginal hands.

It depends. Bad players call, a lot. Good players will sometimes call down with top pair because they know if they play-back at TAgg on an earlier street there is a good chance of a better hand 3-betting and a worse hand folding.

Yeah, limit will give you a stronger feel for value.
