I primarily play hold'em and haven't done much with PLO aside from study it a bit and play a limited number of hands so my opinion may be slightly biased. I do however feel like omaha is more complex and it seems a bit more difficult to grasp onto the subtle parts of the game comapred to NLHE or LHE. For a beginner it is probably best to learn NLHE before PLO as alot of the basic concepts you need for PLO will be learned playing NLHE. So starting PLO from scratch would probably be much more difficult...

Hope that helps. Maybe some omaha players will respond here and give their 2c.

I'd say PLO is easier if you want to play super nitty - have nuts, raise, if not call/fold based on price to draw to nuts. or if you play cap/shallow and leave when you get over 50 BBs - flop TP live kickers or better, go all in.

deeper stacked plo is probably more complex than ds HE comparing apples to apples. But you could probably argue that since so many more zillions of HE hands have been played the average player thinks at a higher level and so HE is really oranges.

PLO hands down because its a game where you want hands that you take to the river, so the nuts is trash in some situations. How complex is a game if you have to fold the nuts on the flop where as A high is a stack off no questions asked barring some reads. Hold em is interesting in that hand reading is a lot easier because of the limited combos but the ability to bluff without equity makes it a pretty interesting game as well. Have to know lots of equity situations is another reason that PLO is better and no game like PLO can make you tilt any harder.

If everyone didn't suck so bad at PLO, I'd say hands down it'd be much more complex, and would require a much higher level of thinking to win at. But, people play it really poorly, so there's no need to make it extremely complex at the lowish stakes at least.
