SB is very aggro reg pre and post, really good most days. he will tilt spew now and again but not today. He is good enough I pretty much never sit with him on my left. Somehow he plays this way on a ton of tables so I doubt he knows/thinks much about me.
should we raise now or wait for the river?
If we call here do we still raise/bet the river if it is a 8/9/J/K?

I'd tend to get the money in here, I'm not sure why I think that's better
I wouldn't raise a river >7 that's not a A/T had I flatted the turn but my guess is he c/c's the river w/ underfulls anyways so it's a bit of a moot point.

yeah, I was surprised by the bet size. cheap bluff I guess and maybe get value from bare Qs if he does have under full? But you would think leading out or c/c is much better if he has underfull.
OTOH I guess I would probably fold bad Qs which I can easily have from the BB so maybe it's genius

I'd never fold a mediocre Q against his sizing with position, 6-7+ outs is enough for me to peel esp. if he gives up w/ any frequency.
If he's always going to fire the river then flatting with our hand in this spot is obv. more optimal than 3betting the turn.

I think I can represent a wider range by shoving it in now than by flatting and going apeshit on the river. He seems to want to put the money in so put it in.
besides, if he does have a wrappish Q hand there's no point giving infinite odds to spike an overfull, and if he has a set of 6s or 7s (which I think is quite plausible) then he's more likely to get it in now than if the river spooks him with a face card.
I think he's probably calling your raise with any full house or trip queens and I'm willing to sacrifice the chance he might barrel the river if he's on a bluff
