His turn check is weak. There's no way he's checking behind with a big hand or even tptk there as the board is relatively drawy.
Does he have a busted draw or middle pair? With those, the only chance he has to win the pot is raise the river as your lead might just be you really committing to the steal. How often were you attacking his BB? If often, I actually think this is fine.

I agree with Benny. The only hand that I really expect he might turn over that might beat us is Jx with a weak kicker. Maybe he's bluffing at the pot with a T, but that seems really screwy given the hand has showdown value. And maybe he is retardedly slowplaying 98, but that's getting into monsters under the bed territory.
And that leaves us with a wide range of bluffs that we can beat.

His line is very suspect, I wouldn't fold either. I think he has KQ.

You guys think villain is raising this river with KQ rather than preflop or on flop? I think you're giving him too much credit...
I think KQ is out of the equation, but not saying it isn't a bluff.
Also stats are irrelevant you didn't give stats from how he calls/raises from blind.

i prefer a river check-call.
River checking makes it more likely that a busted draw will stab.

Actually the stats tell us he just isn't a solid regular and calls a little too much preflop. I would expect solid regulars to raise the turn with draws but this guy seems to be a bit more stationy. Also whats his 3bet% preflop?
I'm not saying I like a turn bet either as I like the check. I would probably check the river though as I don't think you can get much value as I think his calling range is T+J a lot more than 7+ace high. Plus if you think about your own range I think you're more likely (possibly in his mind too) to just keep barrelling as a bluff instead of b/c/b line as taken here.
Finally, if you feel like he's going to raise the turn as a bluff I don't see why that would stop you from betting since you have a made hand. If that is the case then call him down.
