I raised preflop to steal. I flat called the flop to pop the donk on the turn on a safe card... the turn didn't feel safe after my raise. I called down the river because I'm either way behind or splitting in most cases. Is the call down worth it?

you're putting in one bet to win 10. Best case he has Qx (yes, he is in the BB and it would be consistant with the play, especially Q9), 2nd case split it so 1 bet to win 5 is still worth it. You can't be sure you're beat 80% of the time here, and worst case you lose one bet.
I call it.

Well, its simple. You ain't folding. You ain't raising. You're left with one move.

What do you know about the BB? Raising the flop for value and information would be a good play depending upon the nature of your opponent. For the Turn/River the range that beats you by the river are TT, JJ, QQ, AA, QT, QJ, AQ; Any King chops. Given this range:

Passive- Same
Average- Cap Turn, call River Bet, Bet if checked
TAG- Cap Turn, call River Bet, Bet if checked
LAG- Cap Turn, Bet/Raise River, call 3 bet
Maniac- Cap Turn, Bet/Raise River, call 3 bet

I think your winning here. On Stars 2/4 people never give me credit for any things. I'd put him on Qx thinking his set is good. With no reads, I'd call this down every time.
