What range of hands should I be calling in the BB if I expect it to go 2 bets 5+ way and my opponents are retarded?
Tens or better unsuited
Most suited cards except the really retarded ones. (or how about any 2 suited?)
T9
Any pair (duh)

10:1 where most of the table is seeing the river for any number of bets, definitely just about anything here. Most likely any 2 suited, maybe with the exception of low, unconnected suited cards like a 62 suited, say. Maybe some unsuited connectors lower than T9. I definitely gambool my way to the flop at least here.

So are you guaranteed a load of action when you hit? without doing any maths...
i would play:
pocket pairs
any broadway combination
axs
kxs
j9s
and all suited connectors (even 23)
thinking about this more, this is probably what they are doing from outside the BB. That's a load of combinations to be playing. And it's scary, cos players (esp the small blind and the button) could have ANYTHING.
I played a similar full-ring table today with five players over 40vpip, ended up playing for sets, straights, flushes and aces top kicker only. Loads of suck-outs along the way, I'm not sure if these tables are good for the soul, and they definitely seemed a variance trap for me. I know they are rich pickings but am not certain of the best way to play them, will post some HH's soon.

With that good of odds and implied odds I don't see why we can't throw suited one gappers (64s and above) into the mix.
Connectors can make 4 different straights with both cards, while the one gappers can still make three, so they really aren't that much worse.

Some days it feels like I've been standing forever, waiting for the bank teller to return so I can cash in all these Sklansky Bucks.

You're referring to calling a raise from the BB for one more bet?
If it were 6way (5 others) and you are getting 11:1 to call, I would play with any two suited cards, all pairs, and just about any broadway combination.
If it were 7way (6 others) I would play just about any two cards (especially if I were closing the action). You are getting 13:1 odds. You will spike two pair or better about 3.7%. Meaning you need to win 27SB when you hit. I think if the table is that loose, you won't have much trouble getting 14+SB post flop.
If it were only 5way (4 other players) and we were getting 9:1, I would drop suited hands that don't have connectedness (maybe even many 3-gappers), and maybe weaker broadway holdings.
