should i raise on the turn to test? i could possibly bluff river if he calls turn.... but mostly i think i should raise flop and play it like its aces at least to get a free card on the turn

Check/fold the turn. The standard capping range is TT-AA and AK so at best you're tied here and you don't have enough outs against these hands to call the turn.

Don't raise the turn, he isn't going to fold a made hand and there's a chance he might not fold AK until the river. The pot isn't big enough to bluff with such a small chance of success.

Raising the flop probably isn't a good idea because you'll get 3-bet by AA-TT often, resulting in you paying 3 bets for one card.

Edit: Didn't notice that you're out of position, you're never getting a free card here.

I bet the flop, give it up on the turn if you're out of position and facing a bet.
