I am a young and somewhat new poker player. I've been studying the game *a lot*, and play online low-stakes NL games and sometimes SnG's at the local casino. I do fairly well, I almost always cash out when I do the SnG's. It's not a whole lot to judge by, I know. I spend most of my time studying poker, and then playing occasionally online.
So, I finally decided to try my luck at a ring game at a different casino nearby. I thought it was NL, but it was actually a limit game. It was straight $2. I bought in for $40. That threw me back a bit, but I was prepared for it by the time I sat down.
Anyway, it was nothing like I expected. It really appeared to be more of a luck game than skill. Almost every hand there were 8 or 9 players in the pot, we saw a showdown 100% of the time, and you knew what everyone at the table had. They would discuss it. "I really need a spade to make my flush." "YES! I made a set!" And people would cheer or whine when something they like/didn't like would come up. And even if they knew they were beat, they would call, and even call raises. There was no psychological element whatsoever, and really no skill either. Just lots and lots of luck. Is this how normal low-stakes limit games are? I was extremely disappointed, so I really hope not.
Any suggestions of what to do to get some good live game practice for not too high of stakes? I feel stuck.

I don't know where you played at, but a good casino should maintain order amongst the players.

Straight 2? Welcome to the fishiest game on earth. (Also, probably the most profitable. YOU KNOW EVERYONES CARDS!? "I hit my set!" "Well, I fold!" Count me in!)
That is not a poker game, thats essentially a craps table full of retarded monkeys on copius amounts of alcohol. And god, I love 'em.
Any time you play super-low limits (thats 1/2 at a casino), that is the game you're going see. If you want "real" poker - you've gotta move up in stakes, at least to the point where there is a small and big blind 
No, that is not how "normal" low-stakes games are, depending on your definition of low-stakes. 3/6, 5/10, maybe even 2/4 live plays like real poker, but with really bad players 
The common idea is: If you want to play against the absolute most retarded people you can find, go to the lowest limit the casino offers (often 1/2 or straight 2). Go one level above that (or even two levels) and you'll get some real poker with real morons -- these are the guys who tend to think they know poker (God I hate those low limit guys ! I can't make em fold!) but really don't. AKA, The Donks.

As to where to play online poker so it plays like that game... uh.. try the play money tables. Theyre probably close.

I've given up on trying to beat my local B&M 3/6 limit game. The players are awful, variance is through the roof, and the rake is ridiculous ($5 cap plus $1 for the bad beat jackpot) to try and beat. I do well online at 2/4-3/6 LHE but after numerous B&M 3-6 sessions I think I've about broken even, with massive swings both up and down.

My local 5/10 game is a gold mine. I haven't played the 3/6 game -- but since thats the lowest level the casino offers -- yeap, you said it exactly:
the players are awful, variance is through the roof, and the rake is ridiculous.
