Not necessarily spewy to 3 bet - there are more than enough idjits who try to chase you off your hand with a turn raise, or who might have a gutshot and top pair (JT). I might raise/call turn with tpgk and a gutshot myself, depending on the opponent...
If he caps I'd call and check-call river unimproved though. But you'll curse loudly if he checks behind and flips over the missed gutshot.
You may have run into an idiot with 77 that hit his 2 outer on the turn. J8 is unlikely given preflop action, though possible if he's a poor player.
ETA: Whoops - didn't notice the checkraise. In that case I call down.

I just call down here. If he has two pair or better he'll cap and we'll have to pay two more bets to see the river and might even be drawing dead. If he's bluffing and we raise he'll just fold and we lose the extra bet he might put in on the river if he decides to continue his bluff. If he's semibluffing we miss a bit of value by not 3betting the turn but if he completes his hand on the river we won't know it and will probably get c/r'd again.

Well, a checkraise implies that the player has actually thought of the concept, and a turn checkraise is extremely rarely a bluff. He has something, but whether he has a set or straight, or if it is a weaker hand that he is overplaying remains to be seen.
