The only 7S8 I've played is in the dozen or so horse SNGs I've played, so take that as a grain of salt.

In theory, this makes a lot of sense to me. You have a mediocre hand, but with a T, he probably does as well. The fact that you can improve in both ways also lends itself to being able to rep hands in both directions. I'd like it a lot more if your 9 was an 8 or lower, to make pursuing both ends of the pot more likely. In any case, your main goal will be to force a fold at some point, so as long as you read him of capable of bluffing and folding, I like it.
I run a training site...

His raise on 3rd seemed like an easy attempt to steal the antes and blinds
Once I paired my 9s I thought there is a very good chance I have the best hand

I'd like to have some kind of a read before defending with a hand like this. The T is not a very threatening card, and there's a reasonable chance you have a playable hand with a 2 up, so many players will not steal lightly here. Against an unknown, I think this is likely a fold. Just out of curiosity, what do you do if on 4th he catches an offsuit 3, you catch a 4 and he bets into you?

As played, check-raising or check-calling 5th is probably better, since it looks like you've bricked twice and he'll bet all his steals.
