I was pretty sure villian is chasing a low all the way

I'm of the impression that you should go ahead and check it here on 7th. You've only got a small pair, and even if he's chasing a low, he could have accidentally made a higher pair. Also, he does have three connecting cards, so he could have a straight draw and low draw.
Plus, unless he totally missed his low, you're only looking at (maybe) half the pot, which means that you're just driving up the rake since you're heads up.
So you're going to get called anytime he makes any decent high, whcih you'll lose, and you'll get called when he makes a low, in which case you split the pot and lose rake. He won't call if he misses his low, in which case it will check around and you'll (hopefully) win the pot anyways.
So, I think that betting is risking too much on a very weak hand, when you honestly don't know where you are in the hand. When you do get called, you'll either lose or split, and if he misses it's the same result as if you had checked.

The reason I bet is that I hoped that if he had a low pair that beats me he may fold if he missed his low

That's a good reason to bet, but you have to know your opponent fairly well to try something like that. I've found that at the Stud8 tables people will call with almost anything. I've had people call me down and they couldn't even beat ace high and they had NO low.
The only problem is that your board, with the exception of the jack, it looks like you were going low, so there is the chance that he could call with a slightly better pair figuring that it will be a split.
