UTG is 47/12/2 after about 50 hands.
SB is a TAG.
BB is a shitty TAG, the tight pasive kind of shitty.
Party Poker 5/10 Hold'em (9 handed) converter
Preflop: Hero is Button with 7 , 7 .
UTG raises, 5 folds, Hero 3-bets, 2 folds, UTG caps, Hero calls.
Flop: (9.40 SB) 8 , 2 , 3 (2 players)
UTG checks, Hero bets, UTG raises, Hero calls.
Turn: (6.70 BB) T (2 players)
UTG bets, Hero calls.
River: (8.70 BB) 9 (2 players)
UTG checks, Hero bets...
I think this is fine but it felt wrong when I was playing it.
I do good?

Looks good to me. The river check might have me a bit worried that he is trying to trap me, but I think I bet it anyway and just fold to a raise.

No fucking way should he fold anything with showdown value given his read. Although, this guy doesn't look quite bad enough to chump bet the river.

I'd check behind on the river and smile when UTG flips over a smaller PP.

The river bet was the part I was concerned about. I couldn't think of many better hands he'd check to me on the river so I figured there was value in a bet. His line looks like AK AQ or a small PP and I think he'd call with most of those.
How bad does he have to be?
