Clear fold on 3rd street. I'm not sure why you called the bring-in.
Just bet 4th hoping he has trash and that you are able to take it down. If he raises call and then hope he catches bad.
I would bet the river. His raise on 5th suggests he has a strong high hand (unless he is overplaying a low draw), and not a low draw. Once he just calls on 6th after this action, his most likely hand is two pair (probably threes and fours) and you should bet the river for value hoping he makes a crying call.

Heads up I dont think it is a clear fold on 3rd street, in a full table or even 4-5 way I fold it, but heads up it is a decent hand.
My very strong feeling was that he was on a strong draw (probably 4 suited low) and that he only calls if I am beat

Your hand has no playability regardless of how many players are at the table. You have almost no low potential and crap for high, and consequently you will almost always be an underdog if any type of betting takes place on later streets unless you pair your A or K immediately, and even then you'll have at best a modest equity edge. If you are going to play it, raise and try to steal the antes, but that is a very thin play with this structure in a two-handed game, and should really be done mostly for metagame.

My thought was that if I get an A or K I can play along, if he catches card higher then 8 I can probably pick the pot on 4th

Why not just try to pick it up on 3rd when he's less likely to call you if your plan is to win the pot?
The structure of this game is tight (small ante to small bet ratio) and you have a weak hand, so your default play should be to fold.

You may be correct that it is a raise/fold on 3rd
